Alibaba Cloud Reinforces Commitment to Hong Kong Through New AI Initiatives

Hong Kong, November 26, 2025 – Alibaba Cloud, the digital technology and intelligence backbone of Alibaba Group, today announced a series of initiatives at its annual Hong Kong Cloud Summit to accelerate AI adoption and foster innovation across the city. The initiatives include the introduction of the “One Million Token Program,” the local availability of its Model Studio generative AI development platform, and a new collaboration with the Hong Kong Applied Science and Technology Research Institute.

As Guest of Honor at the Alibaba Cloud Summit, Ir Tony Wong, Commissioner for Digital Policy of the Hong Kong SAR Government, said in his opening remarks: “The Hong Kong SAR Government has intensified efforts to promote artificial and intelligence (AI) as a core industry for Hong Kong’s development and to foster its comprehensive integration across sectors, striving for “industries for AI” and “AI for industries”. Building on this direction, the Government has been continuously investing in AI research and infrastructure, while applying practical solutions in public services to enhance efficiency and service quality. Today’s Alibaba Cloud summit highlights the pivotal role that cloud computing and AI in driving innovation, powering new business models and transforming services across diverse sectors. The presence of industry leaders and technology innovators here today reflects our shared desire to harness digital transformation and shape a better future together.”

The “One Million Token Program” offers newly registered businesses and developers three-month free access to Alibaba’s advanced AI models, including large language model Qwen, and video generation model Wan. With up to one million free tokens, participants can utilize these models to build a range of AI applications, including intelligent customer service support, enterprise knowledge-base Q&A, and sales training systems, or power their existing AI applications. The program aims to lower the barriers to AI adoption and inspire innovation across industries.

At the summit, Alibaba Cloud also announced the launch of Model Studio in Hong Kong. Customers can now access Qwen and Wan, with parameter size ranging from 0.5 billion to hundreds of billions, through Model Studio. Hosted on Alibaba Cloud’s infrastructure in Hong Kong, Model Studio now enables local businesses and developers to deploy generative AI models with greater speed, reliability, and enhanced compliance with regulations.

In highly regulated industries such as finance, healthcare and public services, Alibaba Cloud has introduced Model Studio Exclusive in Hong Kong, designed for secure deployment in hybrid and private cloud environments. The platform allows customers to harness the power of large language models and AI agents while maintaining full control over their own data and models.

Model Studio Exclusive offers a comprehensive suite of AI development capabilities, from foundational model inference to advanced model fine-tuning and industry-specific AI agent creation. It enables enterprises to rapidly deploy AI solutions tailored to their unique business needs.

Maintaining strong business momentum

Ethan Yuan, Vice President of International Business and Regional General Manager of Hong Kong & Macau, Alibaba Cloud Intelligence, said: “Over the past decade, Alibaba Cloud has established a solid foothold in Hong Kong. At the heart of this ambition is 5A Cloud strategy (Alibaba Cloud, AInnovation, Anystack, Anytime, Anywhere), where Alibaba Cloud is drawing on its leading open-source AI models globally to drive AI innovation and provide full-stack AI+Cloud technology to support customers’ digital transformation anytime, anywhere. The strategy is designed to enhance business efficiency, as well as customer experience and engagement.

Collaborating for a stronger ecosystem

Alibaba Cloud and the Hong Kong Applied Science and Technology Research Institute (ASTRI) signed a Memorandum of Understanding at the Summit. This partnership underscores a share commitment to driving digital transformation and enabling industries to harness the full potential of artificial technology (AI), further developing Hong Kong into an international innovation and technology hub. As part of this collaboration, Alibaba Cloud and ASTRI plan to establish a joint AI lab to foster research and innovation.

Ir Dr Ted Suen, Chief Executive Officer of ASTRI, expressed his gratitude for forging partnership with the region’s leading cloud computing and AI technology in such a short timeframe. “By leveraging Alibaba Cloud’s technological expertise alongside ASTRI’s research capabilities and deep industry connections, we are poised to develop innovative AI solutions that address industry-specific pain points and enhance overall operational efficiencies,” he stated.

He further highlighted the broader potential of the collaboration, saying: “Through ASTRI’s robust tech ecosystems, which focuses on four key areas – microelectronics, FinTech, smart mobility and ConTech – we will further enhance AI talent development to enable faster, deeper and broader adoption of AI across industries.”


At the summit, Alibaba Cloud signed a Memorandum of Understanding with the Hong Kong Applied Science and Technology Research Institute.

Driving enterprise AI innovation and digital transformation

Leading Hong Kong-based Chinese medicine company PuraPharm Corporation Limited (PuraPharm) and clinical traditional Chinese medicine (TCM) intelligence software solutions company HerbMiners Informatics Limited (HerbMiners) have used Alibaba’s Qwen3 model to enhance the pioneering Traditional Chinese Medicine Advisor (TCMA) platform, a clinical management platform designed to modernize and globalize TCM practices. Powered by Qwen3 model, the platform now uses advanced natural language processing (NLP) and deep learning capabilities to help analyze unstructured clinical data, such as doctors’ notes and herbal prescriptions, supporting personalized treatment decisions and enhancing AI-driven patient engagement, clinical operations, security and compliance.

Dr. Wilfred W.K. Lin, Co-founder and Chief Data Analytics Director, HerbMiners Informatics Limited, said, “Our pioneering TCMA platform sheds lights on how modern tools can unleash the value of traditional wisdom, creating smarter, more responsive, and globally scalable healthcare systems. The platform is poised to redefine the future of TCM, not only in Hong Kong, but on a global scale.”

China Galaxy International Financial Holdings Ltd (“Galaxy International”) developed the Galaxy Intelligent Agent Platform on Alibaba Cloud’s Model Studio Exclusive, transforming the brokerage industry’s front, middle, and back-office processes. The platform supports localized access to large models, including Alibaba Cloud’s Qwen3, and is integrated with Galaxy International’s enterprise knowledge base. While protecting the security of private data assets, the platform provides robust computing power and data resources to support the development and application of intelligent agents in various areas, such as finance and capital, legal and compliance, operations and settlement, investment research, and intelligent customer service – each equipped with corresponding management systems and operational procedures that have resulted in significant improvements in quality and efficiency.

As a technology partner in the Generative Artificial Intelligence Sandbox cohort jointly launched by the Hong Kong Monetary Authority (HKMA) and the Hong Kong Cyberport Management Company Limited (Cyberport), Alibaba Cloud has begun working with Fubon Bank (Hong Kong) to explore an AI-powered assistant designed to create a more personalized, secure, and interactive mobile banking experience. This solution aims to promote financial service accessibility for diverse customer groups and foster financial inclusion by providing timely advice based on individual financial behaviors and needs through an intuitive GenAI-powered conversational interface.

Alibaba Cloud joined the cohort at its initial launch in 2024 when its use case was selected as one of 15 from more than 40 proposals submitted. Each use case underwent a rigorous prioritization process conducted by subject matter experts, focusing on the level of innovation, technical sophistication of the proposed solutions, expected contributions to the industry, and adherence to fair-use principles.

Alibaba Cloud’s solutions have played a pivotal role in Chinachem Group’s digital transformation. The Hong Kong-based real estate developer and property management company leveraged Alibaba Cloud’s database solutions and containerized applications, jointly provided with managed services partner HKBN Enterprise Solutions, to resolve performance, scalability, and cost challenges across its property management systems, including its ERP system, corporate web portal, and e-commerce platform. The robust Cloud Adoption Framework best practices, proven migration expertise, automated compliance capabilities, and enterprise-grade reliability have also helped Chinachem build a future-proof foundation for portfolio growth.
